Is Cha Cha Chai halal?

Yes. Cha Cha Chai Northwood Hills is fully halal. It is not a halal section inside a wider menu, it is a halal menu, and no alcohol is served. That covers the whole kitchen: the keema and chicken parathas, chicken biryani, seekh wraps, the street food counter and every dessert.
